PUBLIC HEARING MINUTES

January 22, 2008
7:30 p.m.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        To receive citizen input on a proposed Amendment to Ordinance #151 – Historic District Commission

Mayor Streeter called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately nine (9) people present in the audience.

Mayor Streeter asked if there was anyone from the public that would like to speak.

Mr. Linwood Addington of addressStreet1689 Main Street came forward to address this issue.  He stated that when the Historic District Commission began it followed State Ordinances, and decisions made included those living in the district.  The Historic District is now run by one or two people trying to dictate what will happen in the district.  Mr. Addington said he also feels that everyone in the historic district should have been notified regarding this Ordinance.  Mr. Addington asked if any and/or all revisions that have been made to this Ordinance have been approved by the State prior to being approved by the Town?  

Mrs. Macro responded that the Ordinance has been in place for close to 40 years.  State Statutes have changed in the last 40 years.  In changing the rules and procedures, examples from five other Towns were used which do not conflict with the State Statutes.  In July a public hearing was held regarding rules and procedures.  A letter informing all historic district residents was sent out, and five residents came to that public hearing.  An information session will be scheduled at a later date to discuss changes in the Ordinance and the State Statute.  At that meeting any Town Council members who wish to attend will be invited, the Town Attorney, a representative of the Historic District Commission, and a representative of the Connecticut Trust for Historic Preservations, as well as residents from the historic district.

Mayor Streeter stated that no action will be taken on this tonight, but the Town Attorney will be questioned if any changes to this Ordinance needs to be approved by the State prior to any action by the Town being taken.

The Public Hearing was closed at 7:34 p.m.
